RAW editing on a phone, and when it is worth it
A JPEG from a phone has already been through the camera's processing: white balance decided, highlights clipped, noise reduction applied, sharpening baked in. A RAW file has none of that, which makes it larger, flatter and far more forgiving when the exposure was wrong. On a phone, that matters most in high contrast and low light.

Apps that develop RAW properly
Lightroom. The strongest RAW processing on Android by some distance, with proper highlight and shadow recovery, colour grading and lens corrections. Much of it is free, with the more advanced tools behind a subscription.
Free, no account, and it opens RAW files with a genuinely good development panel. The selective adjustment tool is still the best implementation of its kind on a phone.
Quicker and simpler than Lightroom, useful for fast corrections when you do not need the full development controls.
Strong film-emulation presets that work on RAW files, which is a different goal from technical correction and a valid one.
Broad editing toolkit rather than a RAW developer, worth having for composites and text alongside a proper development app.
A workflow that fits on a phone
- Fix exposure and white balance first Everything else depends on these two. Adjusting colour before exposure means doing it twice.
- Recover highlights before lifting shadows Blown highlights cannot be recovered once you have brightened the whole frame.

The storage question
RAW files are five to ten times the size of a JPEG, so shooting RAW routinely fills a phone quickly. The workable arrangement is to shoot RAW plus JPEG, back the RAW files up to a computer or cloud on a regular schedule, and clear them from the phone once the edits you wanted are done.
Keeping every RAW file forever is a habit inherited from cameras with removable storage. On a phone, be selective: keep the ones you edited and the ones you might, and let the rest go with the JPEG you already have.
Shoot RAW plus JPEG in difficult light, develop in Snapseed or Lightroom, and clear the files off the phone once you are done.
