Getting a recording that is worth transcribing

Which format should I record in?

A compressed format at a moderate bit rate is right for speech and keeps files small. Uncompressed audio is for music, and a one hour uncompressed recording is a large file for no audible benefit on speech.

Is automatic transcription accurate enough to quote from?

Not without checking. It is accurate enough to search, which is the real value. Always open the audio at that point before quoting anyone.

Can I record a phone call?

Android has restricted call recording heavily, and availability depends on the phone, the region and the dialler. The legal position also varies more than for in person recording, so check both before relying on it.
