Disasters and risks know no borders. Consequently, most natural and man-made disasters present transboundary risks due to their spatial dimension (earthquakes, fires, extreme weather, floods and space weather), as well as the volatility and scale of their impacts (pandemics , livestock epidemics, nuclear/industrial accidents). The human, economic or environmental repercussions of these hazards, as well as their probability of occurrence, exist regardless of national borders.

Increasing complexity and the emergence of new threats require greater intersectoral, transdisciplinary and intercountry cooperation in all phases of risk management.

It is for this reason that Vespra is presented to the call for proposals of the European Civil Protection Mechanism (UCPM) of the European Union in which prevention projects for cross-border risks will be financed.

Vespra arises for the improvement of risk management mechanisms between Spain and Portugal in the case of local risks, but other general ones will be taken into account, such as the affectation by adverse meteorological phenomena (big storms) or the dispersion of pollutants in wide areas.
